Norsheim-on-Forod is a large Human city in the Foroduin river valley. Norsheim-on-Forod sits on the major north-south thoroughfare marked in red, the river itself being the major east-west artery.
Norsheim is a river-port city with many passers through. While the Lords of Norsheim claim to rule the mountain tribes known as the Forenosti and the Ulfgar, their lordship is merely nominal. Norsheim, while semi-autonomous, is ruled by the Conclaves of Fiorae. The Conclave is a confederacy of twelve Half-Elvish tribes that established Fiorae as its capitol after the fall of old Forenost.
The Forenosti and Ulfgar tribes think of the men of Norsheim as uttlan - lowlanders lacking in hardiness and personal courage. They pay tribute, but they do it grudgingly. They also range far beyond the limits set on them by their nominal lords. By the laws of Norsheim, the Men of the Mountains are bound by oath not to venture over the peaks of the mountains or beyond the fences of the "Land of Nors." The Conclave tolerates the laws made by the men of Norsheim. In closed council, one would find that they honestly prefer the rebellious, nomadic mountain tribes to the tribes' Nors "overlords."
The Two Tribes remember the time when they were ruled by the long lost Kingdom of Forenost. In the dialect of the lost Kingdom, Forenost meant "Twofold Land," referring to the various kinds of terrain found in the land of Forenost - mountain forests and lowland prairie - and also to the two chief cities - what is now Norsheim-on-Forod and the ancient coastal city of Fiorae. To the modern Human tribe, the word Forenosti means "Southern Mountains" and "Waterwalkers." The Ulfgar, whose name for themselves means "Elf-Eyed" or "Eyes of Might". The Ulfgar rule the northern mountains.
The Dragon Hunter is prime example of the way the tribes think and behave.
